Refuse & Recycling Bid Documents

Sealed Bids are invited and will be received by the Borough of Palmyra (“Municipality”) for the collection of Contract Waste and Recyclable Materials. Bids must be submitted on the Bid Form which is included in the Contract Documents. Bid Forms and Documents will be available beginning Monday May 10, 2021 at the Palmyra Borough Municipal Office, 325 South Railroad Street, Palmyra, PA 17078, and via the Borough website at
A mandatory pre-bid meeting to review the scope of the program will be held at the Palmyra Borough Municipal Office on Friday May 14, 2021 at 2:00 P.M.
Bids must be received by the Municipality on or before Thursday June 3, 2021 at 2:00 PM. The envelope containing the bid must be sealed and plainly marked “Bid for Contract Waste and Recyclable Materials Collection. Bids will be publicly opened at the Palmyra Borough Municipal Office on June 3, 2021 at 2:00 PM. Bid Security in the form of a Bid Bond or a certified or cashier’s check must accompany the Bid in accordance with the Instructions to Bidder. A Non-Collusion Affidavit in accordance with the Pennsylvania Anti-Bid Rigging Act shall be required. Bidders must submit all documents required in the Instructions to Bidders.

Street Milling & Paving

The following is a schedule of streets being milled and then paved. If you live on these streets the paving contractor should have notified you not to park on these streets. 

5/4 - Milling Walnut St  
5/5 - Milling Pine St    
5/6 - Milling Pine St, start College St
5/7 - Milling College St
5/10 - Pave Walnut to Locust St
5/11- Prep Pine, College, & Bowman St.
5/12 - Pave Walnut From Locust St & Pave 1/2 of Pine St 
5/13 - Pave Walnut, 1/2 of Pine & Bowman St.
5/14 - Pave all of College St
5/17 - Paint

Borough Parks

The Borough is interested in suggestions for improvements as related to the Borough parks.  There are three parks in the Borough, Memorial Park, Heritage Park, and Southeast Family Park.  These areas are intended to provide recreational space for the residents of the community.  Recently, Memorial Park has undergone a transformation thanks to community contributions and a grant from the Department of Conservation and Natural Resources.  Heritage Park has also experienced an upgrade due to the diligence of volunteers from the Encounter Church.  Southeast Family Park is next on the list for improvements.  We welcome any comments or suggestions about the Borough parks.  Click here to submit your ideas - Park Improvements
